Project: “Strengthening, Up-gradation and ISO Certification of Karachi Laboratories Complex (KLC) at HDIP Operations Office, Karachi”

4 Completion Date: 30th June, 2022
5 Scope:  
  To strengthen/up-grade the testing facilities into a state-of-the-art laboratory with complete range of testing facilities at par with international standards for maintaining quality of the fuels on behalf of OGRA and at par with ISO-17025 certified labs in the world.
MoE (PD) is considering to up-grade the HDIP’s Karachi Laboratories Complex (KLC) with the addition of resources especially purchase of new equipment for testing of POL products as per standard methods/ the newly approved specifications, replacement of obsolete equipment with the state-of-the art equipment, hiring of technical staff to fill the gap so produced by the retirement of professionals for ensuring execution of activities for 24/7.
6 Objective:  
  According to 11th five year plan (2013-18) the major challenge in the downstream sector of Pakistan is. “Inefficient and obsolete refining operations and sub-standard oil products”. This challenge has a direct link with HDIP’s objectives under Act No. 1, 2006:
  1. Evaluation of local and imported crude oils, review of specifications of POL products.
  2. Testing of crude oil and petroleum products in relation to prescribed specifications.
8 Benefits:  
  The proposed project will enhance the capabilities of the HDIP Petroleum Testing Laboratories at Karachi providing testing services as per approved specifications. Up- gradation and certification of labs shall provide the following benefits:
  • Facilitating the importers for early clearance of their imports and saving them from the demurrages, resultantly, ensuring uninterrupted supply of fuels across the country.
  • Quality control / testing of the POL products as per international standards will help to reduce the chances of fuel adulteration, which not only pollute atmosphere but also damage the machinery/equipment thereby indirectly cause a heavy loss to the government and the consumers.
  • Improving the environment through use of quality POL products besides benefitting Automobile industry in reduction of foreign exchange expenditure on imports of Automobile spare parts, resultantly, reducing maintenance cost.
Allocation for the year 2020-2021 is 55.476 Million

Project: “Up-Gradation of POL Testing Facilities of HDIP at Islamabad, Lahore, Multan, Peshawar, Quetta and ISO Certification of Petroleum Testing Laboratory at Islamabad”
Project for “Up-Gradation of POL Testing Facilities of HDIP at Islamabad, Lahore, Multan, Peshawar, Quetta and ISO Certification of Petroleum Testing Laboratory at Islamabad” is being undertaken at an approved cost of Rs 303.698 Million. The project scope includes procurement of state of the art equipment for strengthening of HDIP’s Laboratories at Islamabad, Lahore, Multan, Peshawar and Quetta for complete testing of indigenous and imported POL products according to international standards and approved specifications. Hiring of manpower to overcome the shortage and human resource development through trainings is also part of the project. The scope also includes ISO certification (17025) of the Petroleum Testing Labs at Islamabad which is internationally accepted norm.
