It is controlled by a 10-member Board of Governors with the Additional Secretary (Incharge), Ministry of Energy (Petroleum Division) as Chairman. The Institute is headed by the Director General/CEO.

The Institute has its Head Office at Islamabad and its main laboratory complexes are at Karachi and Islamabad. In addition, it maintains four Petroleum Testing Centers located at Lahore, Peshawar, Quetta and Multan. Complete addresses of contact persons at each location are given at "Contacts". Four CNG stations are also being operated by this institute, one each at  Lahore,  Peshawar,  Quetta and Islamabad. HDIP also maintain CNG cylinder Testing stations at Provincial and Federal Capitals.
